The Water Report’s August 2018 issue includes an article by attorney Rich Deitchman titled “Oregon’s Klamath Basin Adjudication: The First Five Years of the Circuit Court Phase.” The comprehensive, ten-page article covers the first half decade of the judicial phase of Oregon’s Klamath Basin Adjudication. Rich provides a summary of key procedural rulings and assesses the impacts to water users.
Of note, the article explains that 2013 marked the first year of water rights regulation in the Klamath Basin. Regulation has coincided with considerable drought, engendering substantial challenges for water users. This has resulted in litigation in multiple courts challenging regulation orders, which Rich summarizes in the article.
