In a video tribute during NCWA’s 30th annual meeting on March 4, 2022, friends and colleagues share their experiences working with Stuart and reflect on his impact across the Northern California water community.
“Stuart has a unique talent for seeing the creative way forward to resolving complex water challenges,” said Theresa Barfield, managing shareholder. “He is a devoted and intuitive leader to the clients and communities he serves, an inspiration to colleagues, and a mentor molding younger generations into future leaders.”
NCWA is comprised of water districts, water companies, small towns, rural communities, and landowners that beneficially use both surface and groundwater resources in the Sacramento Valley. The NCWA Board brings the water leaders in the region together to safeguard the region’s water rights and supplies by working with Congress, the State Legislature, state and federal agencies, and various stakeholders throughout the state.
