The Northern California Water Association has selected Ellen Moskal as part of its 2025 Norcal Water Leaders Program. Ellen will be among a group of regional water leaders who will embark on an intensive study of topics impacting Northern California water rights, supplies and water quality. NCWA hosts the intensive 6-month water leaders program every other year, and the program is designed to cultivate future water leadership in the Sacramento Valley.
